Project Background:
Xin'anjiang Reservoir (i.e., Qiandao Lake) is located in Chun'an County, Hangzhou City, Zhejiang Province, with its dam situated in Meicheng Town, Jiande City. It is the largest artificial lake in East China, formed by the construction of the Xin'anjiang Hydropower Station in 1959, with a total storage capacity of 21.626 billion cubic meters and a water surface area of 573 square kilometers. Since its operation began in 1960, the dam has been safely in service for over 60 years. As a national Class I water control project and a key node in the Qiantang River basin flood control system, its structural safety directly affects the lives and property of tens of millions of people downstream, regional water resource security, and ecological safety. In accordance with the Ministry of Water Resources' *Regulations on the Safety Management of Reservoir Dams*, the *Opinions on Strengthening the Reinforcement and Risk Elimination of Dangerous Reservoirs*, and the *Zhejiang Province Water Conservancy Project Safety Improvement Action Plan (2023–2027)*, although the Xin'anjiang Reservoir is generally operating stably, as a major infrastructure project with an exceptionally long service life, it urgently needs to transition from "passive emergency response" to "active prevention and control" by implementing preventive, systematic, and intelligent reinforcement and upgrading projects.
