Project Background:
Xiluodu Hydropower Station is located on the lower reaches of the Jinsha River at the junction of Leibo County, Sichuan Province, and Yongshan County, Yunnan Province, China. It is a key power source project of the national "West-to-East Power Transmission" strategy, and the world's third-largest and China's second-largest hydropower station (after Three Gorges and Baihetan). Although the overall structure of Xiluodu is safe and stable, with all monitoring indicators within controllable ranges, in order to implement the National Energy Administration's *Guiding Opinions on Strengthening the Operational Safety Management of Large Hydropower Stations* and the Three Gorges Group's strategy of "full-lifecycle smart operation and maintenance," it is urgently necessary to carry out preventive maintenance and precise reinforcement on key components to ensure its safe and efficient operation over the next 30–50 years. This reinforcement adheres to the principles of "safety first, minimal intervention, material compatibility, and intelligent early warning," employing high-performance environmentally friendly repair materials and non-destructive construction techniques to comprehensively enhance structural durability and operational resilience without interrupting power generation or affecting the overall stress distribution of the dam.
