Project Background:
Taonan City has made industrial revitalization the core of its comprehensive rural revitalization strategy, coordinating agricultural quality improvement, ecological livability, and governance innovation to build a county-wide revitalization framework. From 2023 to 2025, cumulative investment exceeded 320 million yuan, focusing on developing a "one town, one brand" specialty agricultural system: Heishui Town has established the largest chili pepper industrial belt in Northeast China, promoting an "enterprise + cooperative" order-based model while also developing the full white goose industry chain and registering the "Heishui Zhenxian" brand; Erlong Township has achieved full mechanized peanut cultivation across over 40,000 mu, with per-mu returns increasing by 30%; Najin Town has promoted the "rice-fishery symbiosis" ecological model, achieving composite land-use efficiency gains and becoming a provincial-level demonstration model. Rural living environments have been continuously improved, with the "Thousand Village Demonstration" project as the driving force, advancing road hardening, streetlight installation, and courtyard beautification, creating a "Longshan–Shuangxing–Zhiqiang" demonstration corridor. In terms of technological empowerment, Jilin Agricultural University has provided targeted support with technical guidance, and the New Era Civilization Practice Stations have promoted the transformation of social customs, establishing organizations for red and white affairs and selecting filial piety models, with civilized rural customs taking root in people's hearts. Through industrial synergy, ecological coordination, and governance innovation, the project has formed a replicable and sustainable county-level rural revitalization pathway.
