State-owned Cotton Mills in Shanghai

As important relics of China’s modern textile industry, the State-owned Cotton Mills in Shanghai (generally referring to representative old industrial sites including the former No.17 State-owned Cotton Mill and No.1 State-owned Cotton Mill) were built from the early 20th century to the 1950s. They once ranked among the pillar textile enterprises in Shanghai and the whole country. Most of these factory buildings adopt brick-concrete structures, reinforced concrete bent structures or early steel structures, bearing abundant industrial historical memories and urban cultural value.

With the adjustment of Shanghai’s industrial structure and accelerated urban renewal, most state-owned cotton mills ceased production successively in the 1990s, and their original industrial functions faded away gradually. To preserve historical features and inherit industrial context while meeting current modern functional requirements including fire protection, energy conservation and accessibility specified in the *Technical Standard for Appraisal and Strengthening of Existing Buildings* (GB 50367) and *Technical Specification for Seismic Strengthening of Buildings* (JGJ 116), it is urgent to carry out systematic structural safety assessment and implement scientific, refined strengthening and reconstruction projects for the existing buildings of Shanghai State-owned Cotton Mills.
